Obviously, it's John Fitzgerald Kennedy giving the speech.  Recordings from multiple sources were made at the time.

That's why it makes little sense to find the following on the reverse side of each recording:

• "...this is Richard..."
• "...this is Richard Nixon..."
• "...hail Richard Nixon..."
• "...hail President Nixon..."
