Whenever something changes there is ALWAYS a reason. Should it be simple or complicated DOES NOT MATTER.
The number of incarcerate Americans also began increasing during the same timeframe. Wikipedia has clearly labeled and color coded graphs to show the data.
Someone may also wish to start saving local copies for Wikipedia pages of value for statistical significance evaluation in the past or future.
