It's a humorous or ironic name for a surveillance program.  There's also a backward element to it.

How can an "invisible" surveillance program know when an individual "asks" or "answers" "questions"?

It's all about timing.

More importantly, the concept of "privacy" should be "dead" so the "aware" or "unaware" don't "opt out".

What "indications" exist when one individual "opts in" while another "opts out":
  • Questions asked are ignored or unanswered.
  • Seemingly unrelated or excessive questions are asked over "obvious" things.
  • An individual is observed to be "backward".
The mechanism used is "suggestion" (don't call it hypnosis unless you want to be lectured).  And the suggestions may be as simple as:
  • "Is there something you want to ask them?"
  • "Was there anything they need to tell you?"
Oh, and one more thing...
  • You are now in possession of a National Security Secret.
  • Because you read a blog post.
  • How dare you to go and read like that.
You must now "think of a reason" to go "turn yourself in" to the "proper authorities".
