You might have already guessed this secret would make an appearance.  With so many different theories put forth on the cause, how can this one be right?

Well, nearly all the theories are right to some degree.  They're just missing the common thread that connects each of them.  That starts with an oscillating signal which might have been generated in a few ways:
  1. When interference causes a cell phone to rapidly alternate connection attempts between 2 cell towers instead of connecting to 1 - a connection oscillation.
  2. When a cellular signal booster/repeater is installed without enough distance between the external and internal antennas - a feedback oscillation.
The first way listed can indirectly result in electromagnetic interference, but the second way directly causes it.  And interference is why additional calls may have trouble connecting with a tower.  Here's an explanation for what happens next:

        What Americans Heard in Cuba Attacks: The Sound

Below is a recording of an oscillating signal made using a bone-conduction microphone.  Something similar must have been used to capture the audible sound from Cuba - it just wasn't mentioned.  That means the report should have been titled "What Americans Heard in Cuba Attacks: The Perception"


This means that:  yes, microwaves were technically involved.  Yes, ultrasound in some (albeit small) volume was technically involved.  The same applies for infrasound.  But no, our cell phones shouldn't be considered sonic weapons.  Though maybe our cell towers should be considered directed energy weapons (that's meant to be a joke).

And those "crickets" or "cicadas"?  Those who perceive that type of "sound" regularly call it a tinnitus.  Probably because that's what it is.  For the diplomats to start perceiving it they would have endured a burn-in phase from radio frequency current for a period of time long enough to damage the nervous system and/or brain tissue.  It can take years to recover from that.

But what caused the other symptoms reported by the diplomats?

Static or stationary or standing waves.
